Почему регистрация – это важно?
Регистрация по месту жительства – важный шаг, необходимый, чтобы решить многие другие вопросы.
Например:
- открыть счёт в банке;
- подать заявление на Aufenthaltserlaubnis (разрешение на пребывание);
- оформить социальные выплаты;
- получить налоговый номер.
Вы обязаны зарегистрироваться по месту жительства. Если вы этого не сделаете, вам могут назначить штраф.
Как подать заявление?
Есть два способа зарегистрироваться по месту жительства: лично по предварительной записи в Bürgeramt (центре обслуживания населения) или онлайн. Онлайн-регистрация возможна только при определённых условиях.

Зарегистрироваться по месту жительства онлайн
Так проходит онлайн-регистрация:
- Вы должны войти в систему через учётную запись BundID. Если у вас её ещё нет, вам нужно будет её создать.
- Вы можете оформить регистрацию как на себя, так и на членов своей семьи. Если вы регистрируете и членов семьи, нажмите в форме на кнопку «Bestätigung der Berechtigung» (подтверждение полномочий).
- Если родители с совместным правом опеки живут вместе, один из них может зарегистрировать общего ребёнка самостоятельно. Для этого нажмите в форме на «Bestätigung der Berechtigung». Родители, живущие раздельно, могут оформить регистрацию только лично по предварительной записи в Bürgeramt .
- Если у вас есть Personalausweis (немецкое удостоверение личности ) с онлайн-функцией или Unionsbürgerkarte (удостоверение личности гражданина ЕС), система перенаправит вас в приложение AusweisApp. Там ваш адрес обновится автоматически.
Когда вы получите Meldebestätigung (справку о регистрации по месту жительства), сразу проверьте, правильно ли указаны все ваши данные, например, имя, дата рождения и адрес.

По предварительной записи в Bürgeramt
Рекомендация: у вас могут возникнуть сложности с записью на приём в Bürgeramt (центр обслуживания населения). Вот несколько советов:
- Заходите на сайт рано утром, когда публикуются новые даты и время приёма.
- Вы можете зарегистрироваться по месту жительства в любом Bürgeramt в Берлине. Для этого выберите пункт «Alle Standorte auswählen» (все отделы).
- Регулярно обновляйте страницу, пока не появится свободная запись.
Если вы не сможете записаться на приём в течение двух недель, это не страшно. Если до назначенного дня регистрации у вас попросят Meldebestätigung (справку о регистрации по месту жительства), достаточно показать подтверждение записи на приём.
Как проходит регистрация в Bürgeramt :
- После онлайн-записи вы получите подтверждение по электронной почте с номером записи .
- Приходите в Bürgeramt вовремя и возьмите с собой все документы.
- Когда придёте Bürgeramt , вам нужно будет знать свой номер записи .
- Посмотрите на экран: там будет указан ваш номер и в какой зал ожидания вам нужно пройти. Когда подойдёт ваша очередь, также будет видно, в какой кабинет и к какому столу вам нужно подойти.
- Вся процедура займёт около 15 минут. Чиновник задаст вам всего несколько вопросов. Процедура несложная – вы справитесь, даже если ещё не очень мало владеете немецким.
- Вы получите на руки Meldebestätigung (справку о регистрации по месту жительства).
Кто обязан регистрироваться по месту жительства?
Все жители Берлина обязаны зарегистрироваться по месту жительства.
Однако есть четыре исключения. Вам не нужно регистрироваться по месту жительства, если …
- вы будете проживать в Берлине менее трёх месяцев;
- вы будете проживать в Берлине менее шести месяцев и уже прописаны в Германии (в другом городе);
- вы проживаете в служебном жилье как кадровый военный (до 12 месяцев), сотрудник полиции или в связи с добровольной срочной службой в армии, работой в Федеральной службе волонтёров или прохождением альтернативной гражданской службы;
- или вы проживаете в служебном жилье во время обучения или повышения квалификации на государственной службе.
Каковы сроки?
Вы должны зарегистрироваться по месту жительства в течение 14 дней после переезда в новое жильё.
Сколько это стоит?
Регистрация проводится бесплатно.
На что стоит обратить внимание?
Есть люди, которые предлагают записаться на прием в Bürgeramt (центр обслуживания населения) за деньги или купить Meldebestätigung (справку о регистрации по месту жительства). Это нелегально и нередки случаи обмана – у вас возьмут деньги, но вы не получите ни записи на прием, ни справку о регистрации.
Вы должны действительно проживать в квартире, где вы регистрируетесь. Регистрироваться по месту жительства там, где вы не живёте, запрещено.
Что происходит после регистрации?
Если вы впервые регистрируетесь по месту жительства в Германии, вам пришлют SteuerIdentifikationsnummer (Steuer-ID) (индивидуальный налоговый номер) по почте. Он необходим, помимо прочего, для общения с Finanzamt (налоговой инспекцией), Jobcenter (Центром занятости) и вашим работодателем. Если через 3 месяца письмо не пришло, вы можете повторно запросить Steuer-ID в Bundeszentralamt für Steuern (BZSt) (Центральном федеральном налоговом ведомстве).
Ваша фамилия должна быть указана на почтовом ящике вашей квартиры. Только в этом случае почта сможет доставить вам письмо с налоговым номером. Если ваша фамилия не указана на почтовом ящике, при регистрации по месту жительства необходимо добавить к адресу «c/o» или «bei» («проживает у» плюс фамилия, указанная на почтовом ящике).
Кроме того, по почте вам придёт Beitragsbescheid für den Rundfunkbeitrag (уведомление о сборе за общественное теле- и радиовещание).
Это важно
Meldebescheinigung (справка о регистрации) – это важный документ, не теряйте его. Справка действительна для вас, а если вы подавали заявление вместе, то и для вашей семьи. Она будет часто требоваться вам для решения других вопросов.
А если я перееду опять?
Если вы переезжаете в другую квартиру более чем на 6 месяцев, вы обязаны заново зарегистрироваться по месту жительства. В этом случае вас автоматически снимут с регистрации по старому адресу.
