Adres kaydı neden önemlidir?
Adres kaydı yaptırmadan birçok resmi işlemi yapamazsın.
Adres kaydı örneğin:
- Banka hesabı açmak,
- Aufenthaltserlaubnis (oturum izni) başvurusunda bulunmak,
- Sosyal yardımlara başvurmak,
- Vergi kimlik numarası almak
gibi pek çok işlem için gereklidir.
Adresini kaydettirmek zorundasın. Bu yükümlülüğün yerine getirilmemesi hâlinde idari para cezası uygulanabilir.
Adresimi nasıl kaydettiririm?

Çevrimiçi
Çevrimiçi kayıt işlemi şu şekilde yapılır:
- Bir BundID hesabı ile giriş yapmalısın. Henüz BundID hesabın yoksa, önce bir hesap oluşturmalısın.
- Kaydı hem kendin hem de aile üyelerin için yapabilirsin. Aile üyeleri için de işlem yapıyorsan, formda “Yetki onayı” bölümünü işaretle.
- Ortak velayete sahip ebeveynler birlikte yaşıyorsa, ebeveynlerden biri çocuğu tek başına kaydedebilir. Bunun için formda yine “Yetki onayı” bölümünü işaretlemelidir. Ayrı yaşayan ebeveynler ise işlemi yalnızca Bürgeramt ’tan randevu alarak yapabilir.
- Çevrimiçi özelliği olan bir kimlik kartın veya AB vatandaşlık kartın varsa, sistem seni AusweisApp uygulamasına yönlendirir. Adresin orada otomatik olarak güncellenir.
- Meldebestätigung'u (adres kaydını) aldığında, ad, doğum tarihi ve adres gibi tüm bilgilerin doğru olup olmadığını hemen kontrol et.

Bürgeramt'ta Randevuyla
Bürgeramt ’ta randevu bulmak zor olabilir. İşte birkaç ipucu:
- Yeni randevular açıldığı için sabah erken saatlerde kontrol et.
- Berlin’deki herhangi bir Bürgeramt ’ta ikamet kaydı yapabilirsin. Sayfada “Alle Standorte auswählen (tüm şubeleri seç)” seçeneğine tıkla.
- Bir randevu görünene kadar sayfayı düzenli olarak yenile.
- İlk iki hafta içinde randevu bulamazsan sorun olmaz. Randevudan önce senden Meldebestätigung istenirse, randevu onayını göstermen yeterlidir.
Bürgeramt ’taki randevu şu şekilde ilerler:
- Randevuyu çevrimiçi aldığında, e-posta ile işlem numarası içeren bir onay alırsın.
- Randevuya zamanında git ve belgelerini yanında götür.
- Bürgeramt ’a vardığında işlem numarana ihtiyacın olur.
- Ekrana bak: işlem numaranı ve hangi bekleme alanına gitmen gerektiğini gösterir. Sıra sana geldiğinde hangi ofise ve hangi masaya gitmen gerektiği de burada yazar.
- Randevu yaklaşık 15 dakika sürer. Başvurunla ilgilenen görevli sana sadece birkaç soru sorar. İşlem karmaşık değildir; az Almanca ile de rahatça halledebilirsin.
- Randevu sırasında Meldebestätigung alırsın.
Kimler adres kaydı yaptırmak zorundadır?
Berlin’de yaşayan herkesin adres kaydı yaptırması zorunludur.
Ama bazı durumlarda adres kaydı yaptırmak gerekmez:
- Berlin’de 3 aydan kısa süre kalıyorsan
- Berlin’de 6 aydan kısa süre kalıyorsan ve Almanya’nın başka bir şehrinde zaten kayıtlıysan
- Askerlik, polislik, federal gönüllü hizmeti veya sivil hizmet kapsamında (12 aya kadar) resmî lojmanda kalıyorsan
- Kamu hizmeti kapsamında eğitim veya hizmet içi eğitim için resmî konaklama yerlerinde kalıyorsan

Taşındıktan sonra 14 gün içinde adres kaydını yaptırmalısın.
Ücreti Nedir?
Adres kaydı ücretsizdir.
Dikkat edilmesi gerekenler
Bazı kişiler Bürgeramt randevusu veya Meldebestätigung atıyor olabilir.
Bu teklifler resmî değildir ve çoğu zaman dolandırıcılıktır. Ödeme yapsan bile randevu veya Meldebestätigung alamazsın.
Adres kaydı yaptırırken gerçekten yaşadığın adreste oturuyor olman gerekir.
Gerçekte yaşamadığın bir adresi kaydettirmek yasaktır.
Kayıttan sonra ne olur
Almanya’da ilk kez adres kaydı yaptırıyorsan, Steuer-Identifikationsnummer (Steuer-ID) (vergi kimlik numaran) sana posta ile gönderilir. Bu numara Finanzamt (vergi dairesi), Jobcenter (İş Kurumu) veya işveren işlemleri için gereklidir. Bu numarayı 3 ay içinde almazsan, Steuer-ID (vergi kimlik numaranı) Bundeszentralamt für Steuern (BZSt) (Federal Vergi Dairesenden) tekrar talep edebilirsin.
Postanın sana ulaşabilmesi için adının posta kutusunda yazması gerekir. Adın yoksa, posta adresine “c/o” veya “bei” eklenmelidir.
Ayrıca Rundfunkbeitrag (radyo-televizyon katkı payına) ilişkin bildirim de posta ile gönderilir.
