The application for a Wohnberechtigungsschein (WBS) is a form. It allows the Bürgeramt (Citizens' Office) or the Wohnungsamt (Housing Office) to check whether you are eligible to rent social (subsidized) housing. Social (subsidized) housing is usually more affordable than other housing.
